Analysis on the Social Service Provision in Korea: Focusing on the methods of Grants and Voucher

Abstract
This study aims to analyze the characteristics of social service provision in Korea focusing on representative ways of financial support by the government, grants and vouchers. Analyses show that grants have not been administered to utilize strengths of independently acting non-profit organizations. Rather, they have been executed to make private service providers dependent on governmental support. It is also found that vouchers are not administered to encourage efficient provision of social services by intensifying market competition among providers. They are executed to increase governmental controls by standardizing social services. Furthermore, the administration of grants has led to social services outcome which are not guaranteed by the government. Vouchers face new risks by newly emerging for-profit service providers. These problems suggest that governmental roles are expanded to include the protection of rights for service users and service workers as well as financial support and control of service qualities.
